I found two dogs and now the neighbor complains about barking...What should I do?

So I found these 2 dogs about 2 weeks ago. They were dirty and malnourished so we took them in. On the frst day we had them, the neighbor complained about their barking even tho they barely bark. 2 weeks l8er, we find a note on the door saying he's going to call the police if we dont do anything about it. This isnt the first time he's done this. He cmplained about My first dog i had and he even called animal shelter, police, and city officials and they didn't find anything wrong. A few months ago my dog got lost and hasnt come back. What should i do so he would stop complaining ?\ we put the dogs inside around 7 so they dont bark a lot
