Navy bah with dependents?

well here goes. im in the navy and my fiance as well as myself just had a daughter. i got to psd and tell them that i just had a daughter and added her to my pg 2 as well as added her to deers. but when i tried to get full bah they denied my request. im on the birth certificate and the declaration of paternity as me being the father. my daughter is currently with my fiance at my fathers house because they could not be up here with me until i have a place to stay. i was told prior to leaving for baby leave that if i had those two doents i brought in i would get bah. what do i do
