Which Air Force base should my fiance and I choose?

I am engaged to an Airmen who is Battalion Commander. We are trying to pick a base. Actually, he told me to make a decision. However, depending on the state I chose, he will either be home or away. Only three states will ensure that he will not deploy. The other forty seven states will have him back and forth....in the US for 6 months, then overseas for 6 months. I want him safe at home with me every night, but I think he kinda wants to see what it's like overseas. I need help!!!!!
