Do you have to be over 18 to buy microsoft points?

Hi people, do you have to be over 18 to buy microsoft points from a shop? I went to a shop and i chose to buy the 1200 microsoft point package with the black ops cover on, the game is sold seperately btw. It says 18 in red on msp cover. I wasnt allowed to buy it.
